The Sheriff doesn't want inmates in his jail, so he tries to make their stay as undesirable as legally possible. Inmates are not allowed to have any tobacco products, and all of the televisions have been removed. Outside of the two visitation days the only other company the inmates receive is that of the local ministerial services from the area.

Sheriff Cain believes in his inmates staying active by being productive in ways that will be beneficial to the taxpayers of Yadkin County. Those inmates who are classified as "trustees" are required to perform certain tasks such as cleaning the jail, county vehicles and the Sheriff's Office.
